Industrial Permitting

Certain industrial activities are licensed with the Environment Agency to control their emissions. To gain an Environmental Permit, operators will have to show that they have systematically developed proposals to apply the Best Available Techniques (BAT) and meet certain other requirements, taking account of relevant local factors.

24 Acoustics approach to undertaking noise and vibration IPPC assessments is three-fold, as follows:

1. Desk top review. This includes compilation of all recent noise survey work undertaken in and around the site, review of the complaint history, review of planning limits and historical compliance with the limits (if known), identification of receptors and identification of any capital purchase of noise control hardware or other mitigation measures within recent years.

2. Initial risk assessment. This involves determining the noise emission from the plant at the closest residential receptors, determining the background noise level when the plant is shutdown, establishing details of any particular characteristics of the noise emission, such as tonality or intermittent features and identifying the significant noise-generating plant on the site and any existing noise control measures which may be in place. Should the risk assessment indicate that the risk of environmental noise emission is low this is usually sufficient to demonstrate that Best Available Techniques are employed to control the noise emission to the community.

3. Should the Phase 2 assessment be insufficient to demonstrate that the site is employing BAT to control its its noise emission additional information may be required at Phase 3. Typically these could include detailed sound power surveys of the plant on the site, acoustic modelling of the site to determine the dominant items of plant (with respect to the noise emission to the community), consideration of noise control measures with cost-benefit analysis where appropriate and provision of environmental noise management plans.
